No, reports cannot be transferred between accounts and accounts cannot be merged together. Once a report has been created it is associated to the account it was created in and this cannot be changed.
An easy way to recreate reports in a new account is to use the report CSV. This will export a list of the URLs in the reportz and allow you to copy and paste them into the new account.
